Voinovich was very successful, and popular, as Mayor of Cleveland and Governor of Ohio before going to the Senate. I believe he's positioning himself as a centrist candidate for 2008, creating the image of a reasonable guy with a proven track record of winning middle-of-the-road and Democrat votes. You can NOT get elected Mayor of Cleveland without winning Democrat votes, and lots of them. I think he has carefully chosen the issues on which he's been a "maverick".
